Homes4All is an impact finance innovative project aimed at addressing housing emerging needs. It has been developed by the City of Turin together with Turin Chamber of Commerce, Brainscapital s.r.l. Benefit Corporation, Homers s.r.l. Benefit Corporation and ACMOS. 

Homes4All promotes an innovative housing strategy based on the identification of empty or occupied properties falling from different legal frames (judicial auctions, vacant apartments, donations) to be entrusted for their management to a Newco. In the case of empty dwellings, the company proceeds to renovate, valorize them or make them available to the social rental channels or, in case of occupied dwellings, to supports tenants in case of debt situations.

The project also focuses on the promotion of participatory, collaborative and inclusive housing mechanisms, that finds in the ecosystem of Torino Social Impact (hub that brings together more that eighty stakeholders involved in various way in social innovation and impact economy on the terrytory) the perfect context for its development. 


Homes4All has obtained a funding of 150 thousand euros from the Government, in particular through the National Social Innovation Fund, for the realisation of a feasibility study. If, at the end of this first phase, the project will be deemed worthy, it will be possible to access the following tranches 2 and 3, up to a total funding of about 1.5 million euros.

Partner of the project


The City of Turin is the institution that has identified the social need related to housing poverty, understanding all its complexity and challenges. The Social Services Division (Social Inclusion Area), thanks to the data managed by its housing emergency services, offers the skills and experience that its operators have developed on services and housing needs. Through them, the City will contribute to the definition of a model for measuring and evaluating the social impact of the policy as a whole. The City of Turin also involves the European Funds and Social Innovation Service, which, thanks to its direct participation in many European networks and projects related to the topic, can share its know-how in the benchmarking of goof community practices, as well as the skills of its staff on project management and communication.

The Turin Chamber of Commerce has been selected for its skills in measuring and assessing the impact generated by the project. Through its Competence Center, it will support the partnership in defining the social impact assessment model, capable of developing knowledge on metrics and measurement, in order to obtain a social and financial impact assessment system.

Brainscapital is a management advisory company established in 2013 to accompany entrepreneurial activities and to develop complex projects.

Homers is a company, spin-off of the Politecnico di Torino. Its team is composed of architects, engineers, community builders and social real estate experts..

Homers was born in 2014 in Turin from the merger of the design company TRA and Fondazione Benvenuti in Italia, after a first experience together in 2012 for the co-design of the Buena Vista solidarity cohousing community.


Acmos Association, born in 1999 from a group of young people coming from different experiences of volunteering and social commitment, boasts significant experience in the field of social housing. United by the desire to look for paths of solidarity and justice, participation and responsibility, the Acmos Association aims to promote and support democratic inclusion, through educational projects about the values of active citizenship.
